If the crash happened in El Paso, you were injured in Texas, and Texas law governs your claim. Living in Ciudad Juárez does not take that away. Neither does being a Mexican citizen, holding a border crossing card, or having no U.S. immigration status at all.
The question the law asks is where the injury occurred and who caused it — not where you slept that night.
