Houston has consulates for Mexico, Guatemala, Honduras, El Salvador, Colombia, Ecuador, Peru, the Dominican Republic and other countries. A consulate can help with identity documents, civil records, help for nationals who are hurt or detained and, after a death, sending a loved one home. Nicaragua's Houston consulate has closed, and no Venezuelan consulate is open to the public.

How a consulate can help after an accident

Your country's consulate can't handle your injury claim, but it can help with the things around it. Services vary by country, so always ask, but consulates commonly help with:

  • Identity documents: passports and consular ID cards, such as Mexico's matrícula consular, if yours were lost or destroyed in the crash.
  • Civil records: birth, marriage and death certificates, which matter when a family member is killed.
  • Protection and assistance: help for nationals who are hurt, detained or missing, and contact with family back home.
  • Bringing a loved one home: help with transporting remains after a death.

  • Mexico: Consulado General de México en Houston, which offers protection and assistance to Mexican nationals and help with transporting remains.
  • Guatemala: Consulado General de Guatemala en Houston, which also offers RENAP civil-registry services.
  • Honduras: Consulado General de Honduras en Houston.
  • El Salvador: Consulado General de El Salvador en Houston.
  • Colombia: Consulado General de Colombia en Houston, which offers passports, consular ID and civil registry.

In El Paso

The Consulado General de México en El Paso offers the matrícula consular, passports, protection, help with transporting remains, and birth, marriage and death records.

If your country has no consulate here

  • Nicaragua: the Houston consulate closed. The nearest are in Miami, New York and Washington, D.C.
  • Venezuela: Venezuelan consulates in the U.S. closed in 2019. The two governments announced in 2026 that consular relations would be restored, but as of this review no Venezuelan consulate is open to the public and passport services remain suspended. Check official announcements before you travel or apply.
  • Cuba: there is no Cuban consulate in Houston. Consular services come from the Consular Section of the Embassy of Cuba in Washington, D.C.
